At Levels 4, 5, and 6, the facility must meet or exceed the requirement for the level for which they are applying and all the previous levels.

For each of these Levels, the facility

• Meets or exceeds a required higher score on a rating of the quality of administrative procedures
• Meets or exceeds a required higher score on a rating of the quality of the program’s environment and activities

At Level 4, the administrator continues to develop new ideas to strengthen partnerships with families.

At Level 6, the facility maintains a lower staff/participant ratio.
